Stephen “Steve” Noone, 78, devoted steward of Acton’s finances, dies

Stephen “Steve” Noone, who gave more than two decades of quiet, rigorous service to the town he called home, died Monday, April 27, 2026, after suffering a heart attack. He was 78.

Noone was a longtime member and former chair of the Acton Finance Committee – the body known locally as “FinCom” – where he helped shape the financial decisions that touch every resident’s life, from school budgets to capital spending plans. Appointed by the Town moderator, the Finance Committee reviews the Town’s annual budget and warrant articles, then issues recommendations to voters before each Town Meeting. It is painstaking, unglamorous work. Steve Noone embraced it fully.

A voice for fiscal responsibility

Noone joined the Finance Committee in 2005 and rose to chair the body in 2008, guiding its review of budgets that run into the tens of millions of dollars each year. Colleagues say he came to every meeting prepared – having read through hundreds of pages of budget documents – and was never shy about asking the question no one else wanted to raise.

His particular focus was the long view. Where others might debate a single line item, Noone wanted to know how this year’s decision would ripple into next year’s budget – and the year after that. It was a perspective that proved especially valuable during the complex budget cycles, which require coordination among the Town of Acton, the Acton-Boxborough Regional School District, and regional government entities.

Fellow committee members described him as thoughtful, prepared, and unflappable – someone who could hold his ground in a contentious Town Meeting debate while keeping the conversation grounded in facts and fiscal analysis. His institutional memory, built over years of service, was a resource newer members leaned on often.

Honored for exemplary service

In 2019, Noone was awarded the Colonel Francis Faulkner Sr. Award for Exemplary Volunteer Service, one of Acton’s highest recognitions for civic leadership. The award acknowledged what his colleagues already knew: that his contributions to the town went far beyond showing up. He dug into the details. He asked hard questions. He stayed.

Acton’s open Town Meeting form of government depends on volunteers who are willing to invest real time and expertise in the public good – people who will wade through budget documents and speak at Town Meeting so that their neighbors can make informed decisions. Steve Noone was that person for more than two decades.

A legacy that will last

Even in his final years, Noone continued to participate actively in Finance Committee meetings and budget discussions – still asking the right questions, still focused on Acton’s long-term fiscal health.

His passing leaves a significant gap – in the institutional memory of the Finance Committee and in the civic life of the community he served so faithfully. Those who worked alongside him say they will remember him as someone who believed, deeply and practically, that careful budgeting and honest debate were not bureaucratic exercises but acts of care for their town.
