Article 12: Appropriations to Stabilization and Trust Funds

This Article transfers funds into several defined purpose accounts, each briefly described in the Town Meeting Warrant. Those defined purpose accounts are as follows.

  1. Other Post-employment Benefits (OPEB) Trust. OPEB funds benefits for retired Town employees. The Town has financial obligations to present and future employees, with health care representing a major component. As noted in the Warrant, the Town has been contributing to the OPEB trust account with the goal of fully funding those future obligations.
  2. Capital Stabilization Fund. This item transfers funds from free cash to the Fund. Again as described in the Warrant, this fund is used for capital expenditures that might otherwise require borrowing. The fund’s balance history is shown graphically in the Town Manager’s FY2027 Recommended Budget document, page 29.
  3. Additional transfer to the Capital Stabilization Fund. This section transfers funds from shared fuel depot receipts into the Capital Stabilization Fund.
  4. Opioid Settlement Stabilization Fund. Article 11 established this fund, and this section of Article 12 adds funds to it.
  5. Acton Community Housing Corporation (ACHC) Trust Fund. As explained in the Warrant, this section transfers funds from the sale of a formerly deed-restricted affordable housing unit to the ACHC Trust Fund.

The Finance Committee recommended Article 12. Residents’ questions were answered by Select Board clerk David Martin. One resident asked about the Town’s free cash balance and whether the contributions were sustainable. Mr. Martin replied that the free cash position was robust, and that after Article 12 expenditures, the balance would stand at just under 5% of the prior year operating budget.

In response to another resident’s question concerning expenditure from the named funds, Mr. Martin briefly reviewed the applicable requirements, including Town Meeting approval, Select Board approval, or expenditure otherwise authorized by law. Article 12 passed by a large majority, 259-5.
